Walking along stretches of Moraine Avenue is somewhat of an impediment, if not problematic, a challenge, adventure or a downright life-threatening roadblock. "Do Not Pass Go" could be the motto. Director of Public Works Scott Zurn told the town board Tuesday night that much of the pedestrians' problems will be remedied, with the planned Moraine Avenue pedestrian improvements. They are scheduled to take place beginning either this fall or next spring, at a cost of $300,000-plus, 80 percent of which is covered by state money.

On Aug. 18, from 4 to 6 p.m. at the town board room, the public will have the chance to view the conceptual improvement plan and make comments regarding the repairing of sidewalks, curbing and gutters along the east side of U.S. 36/Moraine Avenue from Elkhorn Avenue to Crags Drive. McDowell Engineering and town staff will facilitate a public open house for discussion of the project. By Aug. 19, project information and a comment form will be posted at for individuals who cannot attend and comment at the Aug. 18 public meeting. Comments will be accepted through Aug. 26 in the public works department, room 100 of town hall.

Zurn called the project near and dear to his heart. He said that for 20 years, he and his family have been traversing a sidewalk that he called "relatively embarrassing for the community." About three years ago, the town received $200,000 from the state of Colorado to enhance a stretch of sidewalk and make pedestrian improvement. Since that was not enough money for the Moraine project, Zurn said they asked for another $56,000 last year from the Colorado Department of Transportation (CDOT) Enhancement Fund grant. The town will match the grants with $46,000 from the Community Reinvestment Fund, bringing the total for the project to $302,000.

Zurn gave details at Tuesday's board meeting. The pedestrian improvements plan will:

Remove concrete crosswalk and pedestrian ramps at Fall River. Zurn said these were put in by EPURA and the state is concerned about them. If they are kept, the state wants a pedestrian crossing signal there, with more attention brought to pedestrians.

Extend width of crosswalk and modify curb ramps accordingly at Moraine-Elkhorn intersection.

Construct a new sidewalk and handrail on the east side of Moraine Avenue, from 250 Moraine Ave. to Snowy Peaks Winery, modify striping and remove the drainage low point. Zurn said the area near Molly B's would stay unchanged, because a lengthy process to obtain easements in that area would be required.

Add curb extensions (bump outs) at existing crosswalk; modify curb ramps and signage. This will make it safer for pedestrians, as they will be more visible.

Add curb ramp at the northeast corner of Crags Dr. and W. Riverside Dr., which will make it more compliant with the ADA act.

Add truncated domes at the southeast corner of Moraine Ave. and Rockwell St., a detectable warning for blind pedestrians.

Replace existing sidewalk and handrail from Crags Dr. to Snowy Peaks Winery.

Trustee Eric Blackhurst said every business owner along the stretch should be contacted regarding the public meeting Aug. 18.

The town and CDOT have identified this project as a high priority, since the area is in need of major infrastructure and pedestrian improvements.
