Following the public bid reading, bids will be considered by the City and an award of the Contract, if made, will be within fifty-five (55) consecutive calendar days after the Bid Opening. Contract if awarded, will be awarded in accordance with the Gender Pay Equity Ordinance (5-5-31 COA). For Instructions to Bidders, bidding forms, and other contract documents, including plans, etc. to be used in connection with the submission of bids ("bidding documents"), the prospective Bidders are invited to contact Academy Reprographics at (505) 821-6666, 8900-N San Mateo NE, Albuquerque, New Mexico 87113, or the Architect or Engineer listed below. A $100.00 deposit will be required for each set of bidding documents. This deposit is refundable provided the bidding documents are returned in usable condition within ten (10) consecutive calendar days after the Bid Opening. Portions of bidding documents may be purchased at the cost of reproduction. The Bidder's attention is specifically directed to the Instructions to Bidders, Special Provisions, Supplemental Special Provisions, and Supplemental Technical Specifications contained in the Contract Documents. By submitting a bid, contractor agrees to abide by all provisions of both the Accountability in Government Ordinance (Section 2-10-1 COA) and the Inspector General Ordinance (2-17-1 COA). All General Contractors and Subcontractors are required to be prequalified at the time of bid pursuant to the Contractor Prequalification Rule 18.27.5 NMAC. All Prime Contractors shall be prequalified with the NMDOT no later than seven calendar days prior to bid opening; All Subcontractors shall pre-qualified with the NMDOT prior to performing any work; the Prequalification Packet is located at All products and materials must be on the NMDOT approved products list or APL: A Pre Bid Conference will be held on Wednesday, December 1, 2021 at 10:00 a.m. via video conference Attendance at the Pre Bid Conference for this project is highly encouraged but is not mandatory to qualify to submit a Bid Proposal. The General Conditions of the City Standard Specifications shall govern the administration of the Contract. City of Albuquerque warranty provisions will govern the Project. The City Standard Specifications shall govern all other work unless otherwise noted within these contract documents. This Project will be administered by the City of Albuquerque and is funded by the Federal Highway Administration and NM Department of Transportation. This Project is subject to the following: USDOT DBE 49 CFR Part 23 and 26 EEO Executive Order 11246 September 24, 1965 Buy America Provisions Foreign Trade Restrictions 49 CFR Part 30 Davis Bacon Act 29 CFR Part 5 Government-wide Debarment and Suspension and Government-wide for a Drug-Free Workplace 49 CFR Part 29 Further details of the conditions for the above-referenced laws or regulations are contained in the Contract Documents. Description of Work: Installing fiber optic communications and various Intelligent Transportation Systems (ITS) and traffic signal equipment such as CCTV cameras, field switches, controllers, and controller cabinets to improve traffic operations and safety. All work is in the existing City of Albuquerque or NMDOT ROW.
