Worcester's first license for medical marijuana dispensary goes to Good Chemistry

WORCESTER - More than 5= years after Massachusetts voters approved a referendum to legalize marijuana for medicinal purposes, the city is finally on the verge of its first medical cannabis dispensary.

The Board of Health has issued a medical marijuana license to Good Chemistry of Massachusetts Inc., which will open a dispensary at 9 Harrison St. in the Canal District.

The board unanimously approved the first such license for Worcester Monday night.

Earlier Monday, Good Chemistry received an occupancy permit from the city for its dispensary, and the state conducted its final inspection of the facility.

Pending final state approval, Good Chemistry aims to open the medical marijuana dispensary in early August, according to Matthew Huron, chief executive officer of Good Chemistry.

"Monday was an extraordinary day for us," Mr. Huron said in a telephone interview Wednesday. "We received our certificate of occupancy from the city, we had our final inspection by the state and then the Board of Health voted to issue us the first medical marijuana license in Worcester. All we are waiting on now is a piece of paper from the state.

"It's been a long process," he continued. "We are happy to finally reach the point where we are now getting ready to open. We intend to become an active member of Worcester's business community and a good neighbor."

Good Chemistry is one of four companies that have negotiated community host agreements with the city for the operation of medical marijuana facilities in Worcester.

Its medical cannabis dispensary in Worcester will be the company's first one in Massachusetts. Mr. Huron said Good Chemistry chose Worcester five years ago and has been leasing the property at 9 Harrison St. since then as it went through the lengthy approval process.

"We're excited for the chance to bring our high standards to Worcester, and we look forward to growing our partnership with the community," said Mr. Huron, who has family roots in the city. He has an aunt and uncle who moved to Worcester 25 years ago and grandparents who moved here 15 years ago. His father went to the College of the Holy Cross.

"This is a new industry and we understand that people might have a lot of questions and curiosity about what we do," he added. "We intend to get very involved with the community."

Good Chemistry, which Mr. Huron founded in Colorado in 2010, is nationally recognized as an industry leader in best practices for marijuana cultivation and dispensing. Meg Collins, vice president of public affairs for Good Chemistry, said the company also has strong track record of compliance with state and local regulations.

"We have a strong foundation in serving medical patients," she told the Board of Health. "We have a commitment to compliance. We look at regulations as our friend."

At the dispensary, Good Chemistry will serve patients who have received their medical cannabis certification. Those who do not have a medical cannabis card will have to apply for and obtain one in the coming weeks if they want to purchase medical cannabis at the dispensary.

Ms. Collins said there will be a lot of security for the dispensary. She said it will have 35 security cameras and on-site security personnel during all operating hours to ensure there is no loitering.

"This will be a discreet and professional operation," she said.

While the state licenses medical marijuana dispensaries, the Board of Health last year adopted local regulations governing the operation of registered medical marijuana dispensaries in the city.

The regulations are intended to enable the health board to evaluate the operation of those facilities and intervene when issues arise.

Under the regulations, no medical marijuana dispensary can operate in Worcester without first obtaining a license issued by the Board of Health, and no license can be issued unless the operator of the dispensary has the approval of the state Department of Public Health and has a signed host agreement with the city.

The operators of these facilities also have to submit a plan for review by the Board of Health, Police Department, Fire Department and Department of Inspectional Services, detailing all measures to be taken to ensure patron and community safety, and to eliminate unauthorized access to the premises.

Karyn E. Clark, the city's director of public health, said Good Chemistry's plan for its Harrison Street dispensary was thoroughly reviewed by all the appropriate departments and an on-site walk-through was done.

"The city is satisfied," Ms. Clark told the Board of Health in recommending that it issue a medical marijuana license to Good Chemistry.

David Fort, chairman of the Board of Health, welcomed Good Chemistry to Worcester and wished them the best.

"All of this is new to everyone, the state and the city," he said. "It's been a long process, I understand that. We don't want to be punitive; we want to build a relationship with you and all the other entities that will be coming in."

Mr. Huron said Good Chemistry also intends to apply for a license to operate an adult-use marijuana dispensary, though he added that state regulatory process could be a long one as well.
