Jasper city council considers sale of alcohol on Sunday

Should the sale of alcoholic beverages be allowed on Sunday in the City of Jasper? The city council had scheduled a special meeting on Monday, Oct. 17, to discuss an ordinance that will permit such sales. Due to scheduling conflicts the meeting has been postponed and the new meeting time will be announced as soon as it is set.
Current laws allow the sale of alcoholic beverages from 7 a.m. until 12:01 a.m., Monday through Saturday. This includes individual servings of beer and wine coolers at restaurants, clubs and bars. Package sales of beer, wine and liquor for consumption off-premises are also allowed.
The new ordinance, No. 05-09-01, will limit the sale of alcoholic beverages on Sunday from noon until midnight to certain types of businesses in a defined area of the city. The business must be located within one highway mile of any ramp whereby vehicles exit I-75 onto U.S. 129 with the following restrictions:
A restaurant open to the public must have a minimum of 1,000 square feet of service area, be equipped to serve 100 or more persons full course meals at tables at one time, derive at least 51% of its gross revenue from the sale of food and non-alcoholic beverages and hold a license from the State of Florida to sell alcoholic beverages.
A caterer at a horse or dog racetrack, or jai alai fronton can sell alcoholic beverages only within the enclosure where such races and games are conducted. Sales are permitted during the period beginning 10 days before and ending 10 days after such racing or games are conducted at the facility.
A wagering facility must be licensed by the State of Florida under the Florida Pari-mutuel Wagering Act and hold a license from the State of Florida to sell alcoholic beverages.
According to City Manager Kent Cichon, this ordinance does not allow the sale of "hard liquor" or the establishment of bars. He said, "We want to attract family-oriented restaurants, such as Chili's or Ruby Tuesday's, to our area."
Such restaurants would appeal to both local residents and travelers on the interstate, noted Cichon. He added that more jobs and more tax dollars would also benefit the community.
Cichon stated that he has heard very few people comment against the change in the law. "When people realize that the change does not involve hard liquor or the establishment of bars, they agree that the new ordinance would help bring in more restaurants to our town." He explained that another positive point is that the change applies only to the area around the interchange and will not affect the core of the city.
A copy of the ordinance is available at City Hall, 208 W. Hatley St., during regular business hours, 8 a.m. through 5 p.m., Monday through Friday.
